For quite some time it's been standard reply from Downing Street that you get a pre-print from the premier. This month I also got a facsimile from the secretary of defense (John Hutton). I read this as a sign of more autograph collectors and increased demand for autographs or that the ministers are distancing themselves from "fan mail". Earlier years I have never received pre-prints from British foreign or defence ministers...
